Purpose: This study aimed to identify and analyze the psychological factors influencing the culture of public service within the General Administration of Sports and Youth in Sistan and Baluchestan Province.
Methods: This applied research employed a descriptive-survey methodology. A sample of 296 participants was selected through convenience sampling using the Cochran formula. Data were collected using a standardized Public Service Culture Questionnaire, which measures three key dimensions: Public Service Motivation, Psychological Values and Ethics of Public Service, and Symbols of Public Service. The data were analyzed using a one-sample t-test in SPSS software-21.
Results: The findings showed that the mean scores of public service culture and the components of public service motivation and symbols of public service were significantly greater than the theoretical mean. Furthermore, results in the dimension of psychological factors affecting public service culture indicated that the mean score of the psychological values and ethics of public service component—and all its sub-components including honesty, transparency, meritocracy, rule of law, responsibility and intrinsic motivation, safeguarding public interests, positive attitude towards employees, effectiveness, efficiency, productivity, equality and social justice, positive attitude towards the organization, extrinsic motivation, positive attitude towards clients, pursuing societal demands, courage and organizational identity, politeness, modesty and decency, integrity and fairness, adaptability to the environment and clients, quality and excellence orientation, and work conscience—were greater than the assumed mean (3) (P< .001).
Conclusion: The results of this study suggest that senior organizational managers should give particular consideration to the psychological factors influencing public service culture.
